Effect:Binds the oposing ninja in uncutable chains purely made up of the users chakra, if the chains hit the longer they stay wrapped around the foe he looses chakra, the damage varies upon how hard the user is focusing his/her chakra

idk if this is complaining or not, (which im not trying to do) but how will this rp work exactly if everybody is a academy student?

Well as the head Admin i think i should answer this question.

Firstly, everyone is an academy student so that it will be fair on everyone, so one person wont be stronger than someone, so everyone has a fair chance in a battle. Also it will fit in with the naruto story, not with the nine tailed fox ect, but with everyone has different skills and abilities but will be evenly matched, and need to find different ways to beat their opponent.

A sudden appearence of an anbu isnt really fair with everyone, as you can only create a 2nd character once you have become a chunin, and thats what you have, but not chunin. You should put your character to academy student level, and put one jutsu (you can create a custom jutsu, so that can make two). Any questions or comments?

Accepted, you reminded me of the Sage rank, ill add that in, plus i would make this justu a Tier 1, it is similar to mine in a way. You will have to write an average 3 paragraphs for this to be added to your jutsu inventory. And remember, dont overuse this jutsu
